Dear Potential Subcontractor:

Thank you for your inquiry about becoming a supplier to DynMcDermott Petroleum Operations Company (DM). We procure a wide range of products, commodities and services in support of the Department of Energy's Strategic Petroleum Reserve project and are happy to assist you in identifying the DM Procurement personnel that are most likely to have a need for the products and/or services that your company has to offer. Please keep in mind that all of our procurements are made in the competitive marketplace, with the exception of special circumstances that may require otherwise.

In order for us to assist you in becoming a viable subcontractor we ask the following:

1. Complete the on-line Potential Subcontractor Profile Questionnaire in its entirety. In completing the “CAPABILITIES” block, please be as specific as possible in your description of the products and/or services that your company has to offer. Use standard industry accepted definitions and do not use broad terms such as “plastics,” “manufacturing,” “computer products,” etc. Also, please refrain from annotating “see attached” in lieu of entering the specific information requested.

2) If completing in hardcopy, return a copy of this form to the following address:

It is recommended that you keep a completed copy of this form in your files to assist in any future correspondence or discussions with the DM Procurement organization.

3) Include, as an attachment, a copy of your company brochure, line card, or other material which will help us to understand your product and/or service capabilities. Please do not send bulky catalogs.

When your profile questionnaire is received, it will be carefully reviewed and forwarded to the appropriate Procurement personnel. A copy will also be retained in a centralized file of potential subcontractors.

Please understand that submission of a profile questionnaire does not automatically place your company on a “bidders list,” nor does it constitute approval of your firm as a DM supplier.

INTRODUCTION
 

On April 1, 1993 DynMcDermott Petroleum Operations Company (DM) assumed responsibility as the Prime Contractor for the Department of Energy (DOE) Strategic Petroleum Reserve (SPR) Project. The SPR is an emergency supply of crude oil stored in huge underground salt caverns along the coastline of the Gulf of Mexico in Louisiana and Texas. Storing oil in salt caverns was chosen after evaluating options ranging from surface tanks to depleted oil reservoirs to artificially created lagoons and buried rubber bags. Several characteristics combined to make rock salt most attractive for cavern construction and long-term petroleum storage. It is impervious to oil and gas, it has a strength comparable to concrete under the weight of overlying rock, and it acts like plastic to seal any fractures and prevent leakage. Authorized by Congress in 1975, the SPR is today the nation's energy “insurance policy,” the largest stockpile of crude oil in the world.

In its capacity as the Management and Operations (M & O) contractor, DM is responsible for the safe and efficient operation of SPR sites as well as the New Orleans Project Management office. Primary emphasis is placed on conducting all operations in an environmentally safe and responsible manner. This insures that the diverse populations of fish and wildlife living in the environmentally sensitive swamps, estuaries, harbors and other wetlands adjacent to the SPR sites are unaffected by the activities undertaken by DM in managing the SPR.

THE STRATEGIC PETROLEUM RESERVE SITES
 

In the event of a national energy emergency, the SPR may be called upon to “drawdown” its vast crude oil supplies. When this occurs, the response must be immediate, safe and certain. Large quantities must be made available to markets quickly and efficiently. For this to happen all elements of the SPR drawdown and distribution system - pumps, motors, pipelines, terminal facilities, ships and barges - must mesh.

Pipelines link the SPR sites to commercial distribution points. This pipeline system ensures that, when required, SPR oil can be transported cheaply and quickly to major refining centers anywhere in the United States.

In accomplishing its mission as the M & O Contractor for the SPR, DM is responsible for the acquisition of a wide range of commodities, equipment and services which are utilized at each of the above sites and the New Orleans Project Management office. DM Procurement places significant emphasis on maximizing subcontracting opportunities with small, small disadvantaged, small woman owned, HUBZone, and service disabled veteran owned small business concerns in both the local and national marketplace. This emphasis, although the primary responsibility of the DM Procurement organization, is shared by all functional areas of DM involved in the acquisition process. The corporate commitment to DM's Diversity Subcontracting Program emanates from the DM Project Manager and is supported by all members of DM senior management.

Acquisitions undertaken by DM are, to the maximum extent practicable, handled via a competitive bidding process with the resultant subcontract being awarded to the low/technically acceptable offerer offering the best value to the government. All DM Procurement personnel are required to comply with a stringent code of professional ethics and conduct, and all current and potential suppliers are expected to do the same.

DM Procurement has a competent staff of Buyers and Subcontract Administrators located in the New Orleans and at many of the SPR sites that handle all dollars committed by DM on behalf of the DOE. All Buyers and Subcontract Administrators, regardless of their physical location, are required to comply with the DOE approved “DM Procurement Procedures Manual” to ensure that all acquisitions are conducted in accordance with the spirit of the Federal Acquisition Regulation (FAR) and the Department of Energy Acquisition Regulation (DEAR).

If you are a potential supplier to DM, or a current supplier seeking to expand your business opportunities with the SPR, you are encouraged to contact the DM Diversity Subcontracting Program Administrator at the address listed below. This individual will assist you by insuring that your company is placed on the appropriate bidders and/or mailing lists, explaining the DM acquisition process and is also available to explain any subcontract terms and conditions that are unique to the SPR environment. He/she will take whatever steps necessary to afford your firm the maximum exposure to the DM acquisition process. This individual should be your primary initial point of contact with DM and, if necessary, will refer you to other DM Procurement personnel that can facilitate your inclusion in our procurement activities.

SMALL BUSINESS DEFINITIONS
 

A) HUBZone Small Business Concern:  A "HUBZone Small Business Concern," is a concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. You must be registered in the SBA's Central Contractor Registration (CCR) Database.

B) Small Business Concern:  A small business as defined pursuant to section 3 of the Small Business Act and relevant regulations promulgated pursuant thereto.

C) Small Disadvantaged Business Concern:  A "Small Disadvantaged Business Concern," is defined as a small business concern owned and controlled by socially and economically disadvantaged individuals. The small business concern represents that, as part of its offer, that it meets the definition of a small disadvantaged business concern in 13 CFR 124.1002. You must be registered in the SBA'sCentral Contractor Registration (CCR) Database.

D) Woman-owned Small Business Concern:  "Woman Owned Small Business Concern," is a concern owned and controlled by women. The small business concern represents:

(1) That it is at least 51 percent owned by one or more women, or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) That management and daily business operations are controlled by one or more women.

E) Veteran-Owned Small Business Concern:  A "Veteran Owned Small Business Concern" means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business,  not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.

F)  Service Disabled, Veteran-Owned Small Business Concern:  A "Service-Disabled Veteran Owned Small Business Concern"--

(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with a permanent and severe disability, the spouse or permanent caregiver of such a veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C.  101(2), with a disability that is service-connected, as defined in 38 U.S.C.  101(16).
